«Briefnoteontheactivityoftheassociationofveterans of overseas (oversea wars)and in Uzbekistan “Veteran” »
Thestructure, objectivesandtasks:
TheAssociation “Veteran”military personnel who served overseas/ internationalists of the Republic of Uzbekistan includes: Karakalpakstan Republic organization, Tashkent city organization, and 12 regional subdivisions. Regional subdivisions, in their turn, have city and town departments. In the Republic, totally, there are 155 branches.
The main objective of the organization:
Participationintherealizationofstateprogrammesonsocialprotectionofformermilitarymenandcivilianswhoparticipatedinbattles; organizingsocial-medicalrehabilitationofveteransand thedisabled; providing them with financial and legal assistance; as well as bringing up the young generation in the spirit of patriotism and love to the Native land and other charity activity.
From the above mentioned, the association’s activity is conducted in the following directions:
I. Social- medical rehabilitation of veterans and family members of those who died in wars
II. Legal and social security of veterans and families of victims
III. Military-patriotic education of the youth
IV. Economic activity
Social –medical rehabilitation.
Inordertoprovideatimelyhelpinmedicalrehabilitation, legalprotection, and employment of veteran warriors, disabled, and families ofvictims. The association of veteran warriors and the disabled of Uzbekistan “Veteran” conduct questioning among veterans and keep their record as the members of the Association. The questionnaire data creates the real picture of the social situation of the veterans. Following the questionnaire data, sociological analysis is made. In addition, this data provides the number of the wounded, the disabled, their income, existence of social problems, the diseases they have, and the number of the unemployed veterans.
Accordingtotheanalysisofthequestionnaires, wefoundthefollowings:
• During the 10 years of the war in Afghanistan (1979-1989), 1512 military men were killed.
• Duringtwodecadesafter the war, between 1989-2009, morethan 5 000 veteransof the war in Afghanistan diedof diseases and wounds.
• 1250 militarymenreturnedhomewithwoundsanddisabilitiesobtainedfromthewarinAfghanistan (1979-1989),
• duringtheyearsbetween 1989-2009 after the war, the number of the disabled increased to 5000 men.
Thedatafromthequestionnairesshows that 15% of the total number of the deceased during the time of peace after the war, committed a suicide. While talking to the veterans and the families of victims, we found out that the lack of finances for medical treatment and family support led to despair and became the reason for suicide.
On the basis of the information presented in regional departments, about 3000 veterans were included into the records of psychiatric hospitals, more than 2000 of them have been convicted under various articles of the criminal code.

Inordertoimprovesocial-medicalrehabilitation, prophylacticsandtreatmentoftheemployedveterans, theAssociationadoptedaJointDecreewiththeFederationofTradeUnionsinUzbekistan. OnthegroundsofthisDecree, 500 employed veterans receive 500 stays in health resorts and 500 vouchers for summer recreation camps for their children free of charge from the funds of the trade unions in Uzbekistan. InpartnershipwiththeRepublicancentreofgerontology (former “Nuroniy”), we organize the work on studying various symptoms, prevention and treatment of diseases that warrior-internationalists have.

Untill 1994, 4 profile rehabilitation resorts functioned for the treatment of internationalist-soldiers (Chimyon-Fergana, Kasansay – Namangan, Zamin – Djissakh, Botanika – Tashkent) where more than 5000 veterans and families of victim received sanatorium-resort treatment and rehabilitation. These resorts served as a prophylactic tool to prevent stressful situations among veterans.

Currently, there are no specialized rehabilitation centres or resorts for the treatment of warriors-internationalists. The absence of such profile sanatoriums and rehabilitation centres cause a rise in the number of the diseases and nervous breakdown among veterans, which, in its turn, reflected on the increase of the number of divorces and household conflicts, as well as the rise in the number of crimes resulted from nervous breakdown.
At the present time, we are working on preparing suggestions on the ways of realizing programmes on social-medical rehabilitation, send documents to the social complex od the Cabinet of Ministers on establishing a centre of rehabilitation and sanatorium for veterans-internationalists and their families, as well as proposals on signing intergovernmental agreements between the countries of the Commonwealth targeted at improving their life and welfare, medical service provided to the veterans and invalids of the war in Afghanistan, and other local wars.

In order to prevent problems in social-medical rehabilitation, the Association of the veterans-internationalist of Uzbekistan works closely with the Ministry of Health, Ministry of labour and social protection of the population, the state centre of rehabilitation of the veterans of wars “Nuroniy”, Trade Union organizations, and other medical establishments. We conduct annual round table talks with the representatives of those offices where we discuss the ways of solving problems that arise. All questions that appear during the roundtable talks are sent to the Ministry of Health, Pension Fund, Ministry of labour and the government of the Republic of Uzbekistan in order to take appropriate measures for their solutions.

LEGAL AND SOCIAL PROTECTION OF VETERANS AND MEMBERS OF FAMILIES OF THE DECEASED

Every day hundreds of soldiers-internationalists, face problems on the information about the availability of the privileges granted to them operating in Uzbekistan.
For the purposes of information on the VETERAN Website, regulatory documents regulating benefits to veterans, disabled people and families of deceased servicemen are published.

The Association and its field offices conduct daily receptions of veterans and their families. During such meetings, social, medical, legal and other everyday problems are resolved.
During the questioning of veterans for 2003-2006, it was revealed that about 45% of “Afghans”, participants in military operations do not work. The reasons are different: lack of work in the field, undermined health, lack of the necessary education and the difficulty of obtaining land in rural areas for ancillary farming.
Veterans of the war in Afghanistan today are on average between 48 and 60 years old. Everyone has a family and more than 3-4 children. The lack of earnings and means for existence leads to severe consequences, various stresses and disruptions. And most importantly, there is a real danger of fraudulently attracting this category of professionals to terrorist groups, fundamentalists for the implementation of their dirty goals.. As it is known, many veterans who have passed through baptism of fire have the experience of conducting combat operations, including sappers, snipers, scouts, etc. In this regard, we believe that the task of our public organization is to work with government agencies to promote the employment of every citizen and the elimination of emerging problems in society.
To this end, we have submitted more than 20 proposals to the Cabinet of Ministers, the Legislative Body of Oliy Majlis, as well as Ministries and departments. Our representatives of the Association are elected to the governing bodies of the Party: ADOLAT, FIDOKOR, UzLIDEP. Every year 3-5 deputies and 2-3 senators from the number of soldiers-internationalists are elected to the Parliament of our Republic, who cooperate with the leadership of the Association in the decision of the Statutory tasks.
The Central Office of the Association closely cooperate with the Political Parties of Uzbekistan. The head of the Association is a member of the Political Council and the Executive Committee of the Social Democratic Party “ADOLAT”. Over the past 10 years, more than 5 meetings have been held jointly with “ADOLAT” with the participation of the Faction Deputies with the invitation of the ministries and departments to improve the social and medical rehabilitation of veterans and their family members and 6 round tables on improving work in the field of patriotic education of youth and the population . • On the proposal and petition of the leadership of the Association and its field offices in the period from 2000 to 2017, the Mayors of the region issued decrees on improving the work of state institutions with the regional branches of the Association in all areas.
•The VETERAN Association has signed joint work plans with the Social Democratic Party ADOLAT, the Ministry of Defense, the Ministry of Internal Affairs, the State Border Protection Committee, the Vatanparkwar, the Republican Military Prosecutor’s Office and the KAMOLOT Youth Movement, the Ministry of Higher and Medium-Technical and public education. Constant interaction is carried out in close cooperation with the Fund “Nurony” and “Mahalla”.Round tables are held on the ground with the participation of employees of the prosecutor’s office, the Ministry of Internal Affairs, the Kamolot Youth Movement, as well as the Health, Social Security and Defense Directorate for the timely suppression of violations of the civil rights of veterans and their families
• A joint decision was adopted with the Federation of Trade Unions of Uzbekistan, constant work is being done with enterprises and organizations for employment, protection of veterans’ rights and members of their families.
• Quarterly in the press interviews with the leaders of the Association on issues related to elucidating privileges for veterans living in Uzbekistan are published.
• Prepared for publication “Collection of normative documents on benefits to internationalist soldiers and members of families of the deceased”
• The Association and its regional departments throughout the Republic have received and successfully implemented 16 Grants of the Parliament of the Republic of Uzbekistan on the themes “Social and legal protection of veterans” and “Patriotic education of youth”. (PHOTO)

MILITARY-PATRIOTIC EDUCATION OF YOUTH

From 1987 to 1993, Uzbekistan had more than 120 military-patriotic clubs established at the Association of Soldiers-Internationalists of Uzbekistan throughout Uzbekistan.

However, due to various economic and social problems in the early days of the Republic’s establishment, the development of cooperation and the privatization of many sports clubs, military patriotic clubs began to be closed all over Uzbekistan.
In 1999, their number decreased to 14! (12 of them in Samarkand, 2 in Tashkent).

A definite impulse in creating new and resuscitating the previously created military-patriotic clubs in the regional branches of the Association in 1999 was the adoption of the Joint Work Plan of the Union and the Ministry of Defense and the release of the D-18 Directive of the Defense Ministry, which touched upon the interaction of the Armed Forces of Uzbekistan with veteran organizations for assistance in the creation of the military-industrial complex. The joint work plan and the Directive served to revive patriotic clubs in the Union in secondary schools, lyceums, rural areas and universities.

“Do not ask what the Motherland did for you but consider what you did for your country!”.

To assess the preparation of pre-conscriptious youth for the service in the Armed Forces, it was decided to hold Republican competitions among military-patriotic clubs. In early 2000, the “VETERAN” Association issued this initiative to the Ministry of Defense and the Committee for the Protection of State Borders.In May 2000, the “VETERAN” Association on the basis of the “AKTASH” Training Center of the Committee of the Protection of State Borders, with the support of UZSOVPROFA,DAS(Defense Assistance Society) “VATANPARVAR”, UDY (Union of Democratic Youth) “KAMOLOT”,International Foundation “Sog’lom Avlod Uchun”, held the first MIC(Military-industrial complex) meetings and final competitions among military-patriotic clubs of Uzbekistan. By joint decision of the above-mentioned organizations in the Republic, the Military Sports Camp “VATAN HIMOYACHISI” was established.
In the following years, the Ministry of Emergency Situations, the Sports Committee, the Taekwon-Do Federation also joined it. Annually about 300 children from different parts of Uzbekistan, the best finalists of the military-industrial complex came to Bostanlyk district to take part in the final competitions of military-patriotic clubs and to be respective participants of the VSOL”VATAN HIMOYACHISI”.

In 2002-2003 representatives of youth organizations from Japan (vice-president of Asian youth organizations), North Korea, as well as CIS(Commonwealth of Independent States) countries (Russia, Belarus, Kazakhstan, Kazakhstan, Ukraine). Due to our experience, similar unions have started to appear in the CIS countries. We are proud to become the flagship of the patriotic movement and can share our experience with representatives of developed countries on the creation of such health camps.

Within 5 years, during the summer holidays, the final competitions among the best military-patriotic clubs were held at the training center of the KOGG in Bostanlyk district. Throughout the Republic in secondary schools, orphanages and lyceums, young men and women were taught courage and learned CWP skills to show their patriotism and readiness to serve the Motherland. Annually, the Association receives applications from the military industrial complexes of Russia, Kazakhstan, Belarus, Ukraine, Bulgaria, Korea and other countries for participation in the final competitions in Uzbekistan. VSSOL “VATAN HIMOYACHISI” – was given the unofficial name Artek of Uzbekistan !.

However, due to the transfer of the training center KOGG to the balance of the TATU sanatorium in 2005, the military sports camp has suspended its work.In view of the absence of its own base (in summer, the military sports camp, resting house and sanatorium for veterans) for the military sports camp, in 2004, the final competitions were not held.At present, we have prepared petitions and appeals addressed to the Government on the acquisition by the VETERAN Association of a non-functioning health camp “Bakht” in the Bostanlyk district of the Tashkent region. We veterans, together with UZSOVPROF and the forces of the patronage organizations together with “KAMOLOT”, “Vatanparvar” and other founders, would have created a modern school of courage on the basis of the Military Sports Camp “VATAN HIMOYACHISI”, which would have become the forge of training pre-conscription youth to the service in the Armed Forces of Uzbekistan.

In 2005, 50 children from orphanage No. 21 took the oath and entered as cadets of military sports classes.A separate building and classrooms were assigned for them. Boys equipped the barracks with their own hands. The Ministry of Defense helped with army beds, “Sen Yolgiz Emassan” Foundation, allocated funds for dressing the parade uniforms.
Veterans – internationalists took the leadership of VSK. The head – Captain Politin Oleg Valentinovich headed VSK, his deputy lieutenant colonel Petrov Valery Dmitrovich, the instructor for the Ministry of Emergency Situations Khudoiberdiev Ulugbek Juraevich. ….

Starting from 2006, military sport groups began to be created at secondary schools in Tashkent city. In 2010, in accordance with the Cabinet of Ministers’ approval of the provision “About nongovernmental educational organizations in the Republic of Uzbekistan”, the Association “VETERAN” registered the Nongovernmental Educational Organization “TURON PATRIOT”. License of the Cabinet of Ministers of Uzbekistan NAS UZ 001. 93145 TT. 0028-05 dd. November 22, 2010.
Mustafokulov Shavkat Anorboevich was appointed as the Director General of the Non-Governmental Organization “TURON PATRIOT”.
In accordance with the Regulations of the NEO «TURON PATRIOT» the main activities of the military sports groups are:
– creating conditions for students to acquire necessary knowledge and skills during the initial pre-conscription and physical training;
– creating conditions for the realization of acquired professional skills for further admissions and education in specialized and professional lyceums and colleges;
– educating young generation based on the spiritual heritage of our great ancestors, traditions and morals of the Uzbek people, and on universal human values;
– instilling a sense of patriotism, pride for the achievements of the country during the period of formation of independence;
– the formation of a harmoniously developed, morally and psychologically stable and strong-willed personality, who is physically strong and capable to be useful for the society and the citizens of the state;
– developing students’ leadership skills, the abilities to apply the acquired knowledge and skills for the benefit of the society;
– improving health, instilling the feeling of love towards sports and labor; instilling an active life position, and an interest in the development of the country’s socio-political life;
– instilling the feeling of rejection towards the ideology of religious extremism and fundamentalism, the feeling of hatred to the enemies of the Motherland;
– mastering the rules of self-defense and civil protection, the ability to properly act in various emergencies, the provision of medical assistance to the victims; the acquisition of knowledge of legislative and other normative legal acts of the Republic of Uzbekistan by the students.
Military sports groups of the NEO “TURON PATRIOT” are completed from the number of students of 5-6-7-8 grades of general education schools that have passed the competitive selection and who are fit based on their health conditions.
The competitive selection is conducted in the summer period and consists of tests, which include the following subjects: mother tongue, history, physical culture. In addition, applicants for admission are undergoing psychological testing.
Applicants who are enrolled in the military sports groups of the NEO “TURON PATRIOT” are given the title of student.
The privileges for enrolling in military sports groups of NEO “TURON PATRIOT” are given to:
– children of veterans / internationalists / who performed international duty in Afghanistan;
– children of military serviceman who died in the performance of their official duties to protect state sovereignty and territorial integrity of the Republic of Uzbekistan;
– orphans, children left without parental care, children from large families with many children and low-income families, children of single mothers (fathers), children under guardianship from among the citizens of the Republic of Uzbekistan.
At the time when the NEO “TURON PATRIOT” began functioning, military sports groups were formed at thegeneral secondary school #122 of Yunus Abad district in Tashkent city and at the 23rd general secondary school in Kokand city, Fergana region.
Currently, military sports groups (MSG) of NEO “TURON PATRIOT” are operating in Tashkent (in general secondary school number 122 of Yunus Abad district), Bukhara (in general secondary schools number 19and 20 in Bukhara city), Fergana (in general secondary school #33 in Kokand city) and in Surkhandarya (in general secondary school #14Termez city) – regions. With the local authorities of Kashkadarya region and Karshi city there coordinated and are functioning MSG (military sports groups) in general secondary school #29 in Karshi city.
Among the students of the MSG there were teenagers who had a difficult childhood, who were registered with Inspectorate of Cases of Minors, and who lack interest in education, with unstable mental state, and whose aggressiveness behavior was observed.
During the educational work done, there have been qualitative changes in the character and behavior of the children. That is, at the boarding type of training the above mentioned contingent, changed their outlook and the adolescents had a correction in their behavior by constantly living in the team.
During the competitions in 2010-11 throughout the republic on the varieties of Kurash called “Turon”, 6 students of the MSG won 1 places. And in the martial art type “Muaythai” in the open championship of Uzbekistan among juniors, 13 students got 1 and 2 places in their weight category, 5 of them took 1st and 2nd places in table tennis in the competitions held in Tashkent.
To improve the regulatory and legal framework for organizing educational work with teenage youth, the Association together with interested public and state organizations held meetings and round tables. During the discussion, there were plans adopted for joint work on patriotic, military-sports, spiritually moral and esthetic education.
There was a Joint Plan of cooperation on patriotic education of youth for 2011-2015 agreed upon and signed with 12 ministries, departments and public organizations.
In pursuance of the joint plan, in October 2011, meetings of the MSG students with heads of ministries and departments were organized, during which officials talked with students, shared opinions and wishes.
Veterans-internationalists have been conducting military patriotic work among the young generation for more than 20 years, passing on to them their experience and knowledge, which helps pre-conscription youth to become real defenders of their homeland.
To determine the quality of training and trainings of cadets, various sports competitions are regularly held between MSG schools, with the participation of military specialists and representatives of the Ministry of Defense, the Ministry for Emergency Situations, and the National Security Service.

These sports competitions are timed to significant dates – Motherland Defenders Day, Day of Memory and Honor, Independence Day of Uzbekistan, as well as the memory of military servicemen who died while fulfilling their military duty.
Veterans-internationalists have been conducting military patriotic work for more than 20 years among the younger generation, passing on to them their experience and knowledge, which helps pre-conscription youth to become real defenders of their homeland.

– 5 deputies of the Oliy Majlis were elected to the parliament,
– 2 Senators from among the soldiers-internationalists.
– 6 ministries and departments – the Ministry of Defense, the National Security Service, the Prosecutor General, the Ministry for Emergency Situations, the National Air Company “Havo Yullari”, the Transport Association – are led by participants in the war in Afghanistan.
– Chairman of the Association – Member of the Political Council, member of the Executive Board of SDP “ADOLAT” and deputy editor-in-chief of the newspaper “ADOLAT”.
– The chairmen of regional branches of the Association are headed by regional party committees: Tashkent region – “Fidokor”, Khorezm region – “Adolat”, Samarkand – “LIDEP”.
